The Chiefs of Staff have made a quick examination of telegram No.4 to you from President Truman, giving the text of a general Order which the President has issued to General MacArthur, covering details of the surrender of the Japanese Armed Forces.

2. They think you should at once draw attention to the danger that the provisions of paras. 1A and 10 may lead to some confusion regarding the British colony of Hong Kong and the French territory of Indo-China.

3. They suggest therefore that you should send the attached immediate reply to the President. They are having the telegram carefully examined during the weekend and will report further, if necessary.

I am sending a copy of this minute and attached telegram to the Foreign Secretary.
